The federal ethanol mandate requires gasoline refiners to mix cellulosic ethanol with gasoline. In 2008, the law calls for 9 billion gallons of ethanol. In 2009, that number increases to 10.5 billion gallons. Obama supports the ethanol mandate. McCain has called for an end to the ethanol mandate.
